You were the first to learn about it last month when i revealed that Star Tours 2 was coming to TDL and today it's officially confirmed by Oriental Land: Star Tours 2 is definitely coming to Tokyo Disneyland and will open Spring 2013!

Has anyone posed the question...with themed lands based on a single movie or saga(Harry Potter, cars, and and upcoming avatar) if a star wars land has ever been considered by George Lucas and WDI? I'd imagine it would be hugely popular
Yes, undoubtedly the question was asked, and believe me, it has been discussed at both Disney, WDI and Lucas Film since the last twenty years. But doing such a land would cost not only a lot to build but also too much in royalties to Lucas Film and it's probably one of the main reason why Disney never did it (specially during the Michael Eisner era).
